Indian think tank: Headley CIA/FBI agent

New Delhi-A renowned think tank of India has established clearly that David Coleman Headley is a mass murderer, an FBI/CIA agent now being protected & shielded by the Obama Administration.

CounterCurrents.org in its report states that Recent revelations confirm the fact that David Coleman Headley is a CIA-FBI operative whose task was to organize & expedite the Mumbai 26/11 terror attacks. Thus the role of the CIA, FBI & Mossad in fomenting & planning the Mumbai 26/11 terror attacks are proved beyond doubt & need to be investigated by the patriotic elements within the security apparatus & the media.

Report stresses that David Headley is a CIA asset & they have invested a lot of their precious resources in training him & therefore they are going to atrocious levels to protect him. Thus under the cover of the American Judicial system, Headley will disappear into the prisons, soon acquire a new identity, new papers & documents, passports & Visas, Credit Cards & Bank Accounts . . . a new identity & will resurface, doing what he is best at, a terrorist-drug dealer-mercenary.

Report states that the 26/11 terror attack has only aided the US/Israeli effort to create an atmosphere conducive to increasing its pervasive & corrupting influence in determining both our National & International policies.

The analyst find out that in the news report that appeared in the Indian Express (pg 5, 10/12/09), the hotel owner is openly blaming the police for having ‘misplaced’ Headley’s ‘C-form’ & has filed a complaint on the matter. The hotel owner in his complaint to the Ajmer Superintendent of Police, has stated that he had also submitted the C-forms of two other Israelis along with that of Headley.

So why was Headley arrested by the FBI? The answer to that is that Indian Intel was hard on the heels of Headley & were about to arrest him. It was then that the FBI whisked away Headley to protect him. Now that he has been subjected to the laws of the US judicial system, he is beyond our reach. Leave alone a trial for Headley’s central role in the 26/11 attacks, we do not even have the right to interrogate him.

In fact it is suspected that, it was Headley who was the CIA mole in the LeT, who was passing out information on the coming 26/11 terror attack. This was partly shared by the CIA with the Indian and Pakistani authorities.

Despite being aware that the attack could lead to a war, in fact a nuclear war between India & Pakistan, then why did not the CIA warn it’s friends on either side & thus prevent the attack ??

For the simple reason that it is in the strategic interests of the US & Israel to create a warlike situation across South Asia.

It is clear that after working for the US Drug Enforcement Agency (DEA), Headley was later was recruited & trained by the CIA-FBI. The CIA-FBI then used Headley in their plan to execute the 26/11 attack in Mumbai. Headley’s task was to travel across the country, identify the targets & provide information to his CIA-FBI handlers. Headley’s role was also to draw in his LeT contacts to plan the 26/11 terror attacks.

It beyond doubt proves the fact that David Headley was a CIA-FBI agent sent to India to assist in the preparation & implementation of the Mumbai 26/11 terror attacks. The US intelligence, led by the CIA-FBI & the Israeli MOSSAD played a central role in co-ordinating the attack & America is complicit in the planning, financing & execution of the Mumbai 26/11 terror attacks. And The CIA-FBI used their LeT / ISI agents in Pakistan to implement the same.

Another Indian well know analyst B. Raman in his analysis in South Asia analysis Group states that More disclosures relating to David Coleman Headley of the Chicago, embarrassing to the USA’s Federal Bureau of Investigation (FBI) have been brought out in two detailed investigative reports by Sebastian Rotella of ProPublica, a public service web site which specializes in investigative reporting. These two reports titled ” FBI Was Warned Years in Advance of Mumbai Attacker’s Terror Ties’ and “Feds Confirm Mumbai Plotter Trained With Terrorists While Working for DEA”, which were published on the web site on October 15 and 16, 2010, have also been used by the “Washington Post”, thereby adding to their credibility.

B Raman draws conclusions that Headley had visited India five times to collect operational intelligence and selection of targets and the landing point for the boat. (My comment: Before starting his visits to India, he had taken a new passport under the name David Coleman Headley in place of his previous passport under the name Daood Gilani in order to conceal his origin from the Indian consular and immigration authorities. The FBI would have been expected to share this information with the Indian authorities, but it did not do so.

Had the FBI done so, the Indian authorities might have been able to establish the details of his Indian network, arrest and question him and pre-empt the attack). Raman states that Headly visited India once again after the terrorist strike under the name Headley.

Even then, the FBI did not alert the Indian authorities. Why did the FBI not arrest and interrogate him immediately after the Mumbai terrorist strikes? It seems to have arrested him only after the British intelligence came to know of his contacts with some assets of terrorists in Europe for planning the attack in Copenhagen, the report says.

The latest garbage spewing hate as it circles the Internet in a viral state of panic continues a three year smear against Barack Obama.

The attacks had begun with the extreme right wing spitting out Obama’s full name-Barack HUSSEIN Obama, as if somehow he wasn’t an American but connected to the Iraqi dictator who, despite the Bush Administration’s best efforts, had no connections to 9/11.

When the right-wingers and Tea Party Pack get tired of their “cutesy” attempts to link Obama to militant Muslims, they launch half-truths and lies to claim he wasn’t born in the United States. Like Jaws, Jason, or Freddy Krueger, “birther” propaganda keeps returning, even when independent state officials and analysts proved the claims false.

The issue simmered on Fox TV and talk radio until Donald Trump, the man with the planet-sized ego and the bacteria-sized brain, inserted his persona into the issue, while pontificating about becoming the next president. The media, exhausted from having to cover the antics of Lindsay Lohan and Charlie Sheen, turned their news columns over to the man who would be God-if only it paid better.

The Wing Nut Cotillion, with Trump getting the headlines, then demanded Obama produce a long-form birth certificate-which he did while leading a combined White House-CIA-Pentagon effort to find and destroy Osama bin Laden. The truth still hasn’t quieted the conspiracy nuts.

Not willing to accept truth and logic, the extreme right wing, grasping for anything they could find, have attacked the raid that killed bin Laden. Among their screeches are that bin Laden isn’t dead . . . that he was killed a week earlier or even years earlier . . . that Obama had hidden the death until there was a more political time to reveal it . . . that it was George W. Bush (who publicly said six months after 9/11 that he didn’t care about bin Laden) who deserves all the credit . . . and that while Navy SEALS should get credit, Obama is too weak to have overseen any part of the mission.

And now from the caves of ignorance and hatred comes a much-forwarded letter, which the anonymous author says “shouldn’t surprise anyone.” Written as fact, the letter informs us Barack Obama: “never held a ‘real’ job, never owned a business and as far as we know, never really attended Harvard or Columbia since those transcripts have never been released and no one remembers him from their time at either school.”

The email of hate further “enlightens” us that “Being a community activist only gives someone insite [sic] on how to assist the less fortunate and dregs of society on how to acquire government housing and government benefits without ever contributing one penny in taxes.”

That’s right. The Whackadoodles Wearing Tinfoil Caps crowd has escaped again.

Among those community activists who worked with the “dregs of society,” apparently on ways to scam the government, are St. Francis of Assisi (1181-1226), founder of the Franciscan order and patron saint of animals and the environment; Jacob Riis (1849-1914), a journalist and photographer who exposed the squalor of slums and tenement buildings; Dorothy Day (1897-1980), a journalist who founded the Catholic Worker Movement that advocated nonviolent action to help the poor and homeless, and who the archdiocese of New York, at the direction of Pope John Paul II, began a process leading to beatification; and Jane Addams (1860-1935), who fought for better conditions for children and mothers, was active in the progressive campaigns of Teddy Roosevelt and who, like Roosevelt, earned a Nobel Peace Prize. Those who rail against community activists for not having “real” jobs would also oppose Saul Alinsky (1909-1972), who tirelessly established the nation’s most effective organizational structure to help the poor and disenfranchised to gain a voice against political, economic, and social oppression; Dr. Benjamin Spock (1903-1998), America’s foremost pediatrician, for leading antiwar campaigns; Cesar Chavez (1927-1993), who helped get farm workers respectable pay and decent working conditions; Martin Luther King Jr. (1929-1968) who, with hundreds of thousands of others, forced a nation to finally confront its racism; and innumerable leaders of the feminist and gay rights communities who got America to confront their other prejudices. All were community activists.

Not dregs because they have “real” jobs are the bankers and Wall Street investors who brought about the housing crisis that led to the worst depression in the past seven decades. Also exempt from contempt are the business owners who downsized, right-sized, and shipped their production overseas, throwing millions of Americans out of work.

Barack Obama, castigated for not having a “real job,” worked more than a year as research associate and editor at the Business International Corp., three years as director of Developing Community Projects, a church-based group for eight Catholic parishes, and summer jobs at law firms. Other “not real” jobs include being an author, civil rights lawyer, and a professor of Constitutional law at one of the nation’s more prestigious colleges. Frankly, it’s rather nice to have a president who actually understands the Constitution-as opposed to the rabble who misquote, misstate, and misappropriate it all the time.

Those propagating the email of hate believe Obama couldn’t earn degrees from Ivy League colleges; the subtext is as clear as their refusal to believe in an integrated nation. So, I contacted the registrars at Columbia and Harvard. In less than 10 minutes, the registrar at Columbia confirmed that Barack Obama received a B.A. in political science, and the registrar at Harvard Law School confirmed Obama received a J.D. These are public records. Anyone can ask the same questions, and get the same answer. Logic alone should have shot down these accusations. Obama was editor of the Harvard Law Review, something as easy to verify as his graduation, and he passed the Illinois bar exam-which requires graduation from college and law school, and a personal character test-also a matter of public record.

Even if Obama provided official transcripts, which are confidential, the wing nuts of society will claim that, like the birth certificate and the death of bin Laden, the transcripts were faked.

The truth is that the politics of hate, combined with media complicity and Internet access, has led not to a discussion of issues but to character assassination, with racism and bigotry as its pillars.

COPENHAGEN, Denmark-American think tanks, government officials and CIA have often accused Pakistan to be too India-fixated and have advised, even cajoled Pakistan to shift its forces from Indian border to the Afghan front to fight America’s losing war on terrorism.

These anti-Pakistan lobbies often present India as a peace loving country, which has no designs and ill will towards Pakistan. These self-styled pundits as well as pro-Indian lobby in Pakistan should be ashamed of such a behavior and now think deep and hard about such a misguided discourse.

Here is why.

A report by the Stockholm International Peace Research Institute (SIPRI) says that India accounted for 9% of all global weapons imports between 2006 and 2010. The study also shows that India has overtaken China to become the world’s largest importer of arms. As it was not enough, the report predicts that India will continue to be to the leading arms importer in the coming future, the report adds.

India’s present defense budget is a whopping $32.5 billion and it is looking to spend more than $50 billion over the next five years to modernize its armed forces, including a $10 billion deal to buy 126 new fighter jets. Last October, India announced that it would buy 250 to 300 advanced fifth-generation stealth fighter jets from Russia over the next 10 years. The deal, which could be worth up to $30 billion, is believed to be the largest in Indian records. Now it has decided to buy even more hardware by short-listing two European fighters and ruled out two US rivals for a key $11 billion military contract. (BBC News. 28 April 2011)

It is said by western experts that India’s increased spending on arms comes amid rising concerns about China’s growing power, and India’s traditional rivalry with neighboring Pakistan, with which is has fought three wars.

Well, we all know that India with all its weapons is no match for China. The billion-dollar question is this: Where will all these expensive and latest jetfighters be used? Not in Himalaya Mountains or in dogfights over Tibet.

Naturally, all this hardware would be used against Pakistan to fulfill the old Hindustani dream of Nehru, who, during the partition of British India and the independence of Pakistan very arrogantly remarked, “Let them have their Pakistan. It will come crawling back to Mother India in six months.”

He’s got the smirking grin of a politician who knows that he got away with his crimes. He escaped responsibility for his political murders and the full brunt of moral outrage for the wasteful public sacrifice on his behalf.

I can see it in his eyes. They don’t know half the truth. They don’t know they’re asking the wrong questions. I’m scott free.

Former Prime Minister Tony Blair got a second grilling in London last week over his decision to force Britain into the Iraq War, though U.N. weapons inspectors had uncovered no caches of illegal weapons to justify the invasion. Iraq was already broken by United Nations sanctions and had no capacity for self defense at all.

In the aftermath of sectarian strife and daily bombings, Blair’s delusion of nation-building has collapsed. Not so his preening moral rectitude to justify the War.

That smirk tells it all. Blair knows his legacy of public deception has prevailed.

Until now.

What the British people don’t realize is that up to this point, while Blair’s government fabricated nonsense stories of Pre-War Intelligence and phony moral arguments, intelligence Assets involved in Pre-War Iraq have been locked up in prison or otherwise silenced by phony indictments that functioned as a gag on political discourse. So much for the moral courage of Washington’s favorite puppy dog.

I myself covered the Iraqi Embassy at the United Nations in New York from August, 1996 until March, 2003. A few weeks after requesting to testify before Congress about a comprehensive peace framework that would have fulfilled all U.S. and British objectives without killing a single Iraqi child, I got indicted as an “Iraqi Agent” in “conspiracy with the Iraqi Intelligence Service.”

I got hit with all the bells and whistles of the Patriot Act- secret charges, secret evidence and secret grand jury testimony. My demands for a trial were blocked to protect the government. Instead, I “disappeared” into prison on Carswell Air Force Base in Texas for 11 months, where I faced threats of indefinite detention up to 10 years without a trial. Actually that proved to be the least of my worries. In prison, I had to fight off a Justice Department demand to forcibly drug me with Haldol-a rhinoceros tranquilizer that imitates the effects of Parkinson’s Disease-so that I could be “cured” of knowing the unhappy truth about the Iraqi Peace Option and Iraq’s substantial contributions to the 9/11 investigation.

Making matters worse, my team had delivered advance warnings about the 9/11 attack to U.S. Attorney General John Ashcroft’s private staff and the Office of Counter Terrorism in August, 2001. I was definitely persona non grata at the White House and 10 Downing Street.

My indictment continued five years. It ended five days before the inauguration of President Obama. Those five years gave pro-war leaders in Washington and London ample time and free rein to invent a totally fictitious story about Iraq and anti-terrorism that beefed up their personas in the corporate media.

I watched it all on prison television at Carswell Air Force Base. And I watched it again when Blair testified last week. In the absence of public knowledge, Blair has manipulated silence and secrecy to his own advantage. He has abused security classifications to obfuscate his weakness and policy mistakes. And Blair’s government has continued to promote policies that have caused grave harm to global security, and perhaps most ironically, the War on Terrorism.

Unhappily for Blair’s legacy of deception, today Assets are free from prison and false indictment. Now it is our day to defend the public’s right to disclosure and accountability.

And so I challenge the British Government to summon Blair back to face the Inquiry. Only this time the British people should ask Blair about the comprehensive peace framework negotiated by the CIA in the two years before the War.

Oh never fear. MI-6 tracked our back channel talks exhaustively, even appearing at restaurants in New York at lunches with senior diplomats on the Security Council. British Intelligence had full knowledge of the Peace Option. Blair’s top intelligence staff understood that every single objective demanded by Washington and London could be achieved through peaceful means.

That included major oil contracts for the United States, and a package of highly innovative democratic reforms proposed by Baghdad to guarantee the successful repatriation of Iraqi Exiles and international election monitoring. Iraq also offered major reconstruction contracts for U.S (and British) corporations in any post-sanctions period. Iraq promised massive engineering contracts, translating to thousands of jobs and billions in revenues for any U.S. (or British) corporation that helped rebuild Iraqi infrastructure after sanctions.

Everything the U.S and Britain wanted was free for the taking. No blood had to be spilt. And this was no last ditch appeal for peace. It was a rock solid framework, with careful attention to all potential flash points for future conflict identified by the CIA. The truth is not remotely similar to what the international community has been told.

Once the British people understand the right line of questions, let us start again- with the truth this time. For the sake of historical integrity, Tony Blair should face the people to answer questions that would have been asked if Assets like myself had not been locked in prison to protect pro-War leaders in Washington and London. If Tony Blair deceives the British people in this next round of questioning, let him face criminal prosecution for perjury and obstruction of justice, like any other British citizen who lies under oath.

For that matter, I am prepared to stand before Parliament myself-as one of the very few Assets covering Iraq before the War. I am ready to look the people in the eye, and raise my hand to tell the whole truth and nothing but the truth. Assets are primary sources of intelligence, in direct contact with people and events after all. As it stands, for all the tens of thousands of pounds financing this inquiry, the British people don’t know anything. Why not ask those of us who do?

That would wipe the smirk off Tony Blair’s face. Because now Assets are free from prison and phony indictments. And Tony Blair’s legacy of deception is finished.

AIPAC ORDERED BUSH TO ATTACK IRAN

In a unique interview with an official at the highest policy levels of the Pentagon, White House and, eventually, CIA, we are offered a unique “behind the curtains” look at areas of policy making during the period between 1999 and 2007. Extensive notes have been taken of meetings with President Bush and all his top policy advisors. This is only a teaser.

A highly placed source within the White House and CIA confirmed, in an interview, that the invasion of Iran was sheduled for 2006 but planned in 1999. We have heard some of this before but not with so many pieces and, I am told, more to

come. In an interview with a Bush administration policy official:

Q. What is the first thing that comes to mind when you think of your work at the White House? You have read my articles, what do you think of my take on things?

A. You are closer than anyone else in understanding how things worked, the only person willing to simply put it out there. You also come at things like the Pentagon people I have worked with, the ones who stood against Bush, Cheney and the AIPAC gang at the NSC (National Security Council.) I can also see that you don’t have background material that you need. Some of it you have wrong, particularly the motives for Iraq. It was always Iran, Iraq was simply a door.

“The Iraq invasion was a ‘done deal’ in 1999, but not as you thought to steal oil and bilk billions, that was all gravy. Iraq, the entire Bush presidency, had one purpose, to remove Iran from the picture.”

Q. You talk about journalists. What has your experience been?

A. I have good friends at the New York Times, Time Magazine, the Washington Post and others. They know all of this. They aren’t fooled. They could write anything but it would never hit print.

Q. Back to the 2000 election. The first impediment was, I am told, removing John McCain from the picture. Was this the case?

A. “He was enemy # 1, stubborn, unpredictable and already tarnished by the Keating 5 scandal, with all his faults, he didn’t have the serous skeletons in his closet that would fit the bill. McCain couldn’t be blackmailed like Bush, thus McCain is a risk. Unless you can be controlled, blackmailed or bought or both, you will go nowhere in Washington.

McCain is a womanizer, the real thing. For a war hero, with McCain’s charm that’s nothing, he would never fall into the kind of trap Clinton did. Rove was assigned the job of getting rid of McCain. We all saw what was done in South Carolina. It was a masterful job.”

Q. When you talk about McCain not being vulnerable, he certainly was in South Carolina, a few rumors and smears and he was gone. You say Bush is more vulnerable?

A. “A window into a lot of this can be found in the Rosen-AIPAC lawsuit. Bush has serious issues, let’s just leave it at that.

As for Rosen, he just wasn’t an AIPAC lobbyist, he sat inside the National Security Council until 2005 as the Rand Corporation’s Director of Foreign Policy. When the press talks about an AIPAC employee and spying, he didn’t join AIPAC until later, after his arrest.

The FBI investigation and his indictement for spying covered a time when he was at the center of the Bush administration, a key policy formulator at the highest levels of government. Rosen, indicted in 2004 for spying for Israel, was responsible for formulating American policy in the Middle East and largely responsible for the fate of the Palestinian people, a bit of a conflict of interest for an Israeli lobbyist and accused spy.”

Q. Rosen has made some accusations, says AIPAC spies all the time and that they do nothing but watch pornography there. You worked with this guy, what do you know?

A. “Rosen has dirt on absolutely everyone. His divorce depositions are fascinating reading. They are sealed now but there are copies out there. I know that reporters at Time Magazine have them, others too. The FBI has tons, they were after Rosen for years. As for AIPAC, Rosen told me of their spy operations many times, but nobody needed telling, they were more than obvious to all of us.

Q. You talk about Rosen and his “black book,” that he has dirt on “everyone.” The news stories mentioned only porn. That doesn’t sound so
serious. Dirt, not just porn, what kind of dirt?

A. “Mostly sex stuff, gay bondage, clubs, expense money being spent on sex, liasons in public restrooms, that kind of thing. Many of the key people around the president are involved and there is FBI surveillance, massive amounts of it, photographs, videos, and one or more undercover informants recorded conversations with top National Security Council members. Spying, nuclear secrets passed to Israel, this was common place.

I witnessed, with two others, the top Bush counter-terrorism official, actally primary advisor to Bush on counter-terrorism, who had served Clinton and others, pass nuclear weapons plans to an Israeli agent, like it was nothing.”

Q. Did the FBI know about this?

A. “For years, FBI agents, I have a list of names, worked to stop this. Then I learned that the Department of Justice killed the prosecution, Rosen’s lasted into the Obama administration before it was dropped. Witnesses were threatened with prosecution and the guilty, the spies, were allowed to keep doing what they are doing. This is what Rosen knows and what he is talking about when he says AIPAC was involved in spying. It isn’t just that AIPAC is said to receive information it is that it came from top administration officials.”

Q. Let’s get back to the sex thing. How high up does it go?

A. “One famous joke around the NSC, there was a photo of someone kissing Laura Bush on the cheek and shaking hands with President Bush. The same person had, not that long before, using those same lips and hands in a men’s restroom.”

Q. What do you know about 9/11?

A. “9/11 was planned as early as 1999 or before, to be executed as soon as the Bush team was in place. One meeting in April 2001, a meeting outlining the invasion of Iraq, may have been the green light.’ Chalibi was in place early on, from day number one. I remember telling them he was a known crook, totally disreputable and that things in Iraq would fall apart immediately. Nobody in the National Security Council ever spoke about what they would do once Saddam was overthrown. Nobody really seemed to care.

Of course, none of those people have real experience with military issues or, in fact, much of anything else.”

Q. How was the Iran invasion supposed to work?

A. “This is where so many have it wrong. In fact, there was never serous discussion about terrorism or Al Qaeda or bin Laden. These things weren’t even a sideshow. The only talk about any of it was how it could be used to justify going into Iraq and then attacking Iran.

Q. The intel on Iraq, we all know it was wrong. When was that learned?

A. “The administration didn’t believe false intelligence, it created it, order it in place before the election to be ready for, well I guess, 9/11. Silencing Plame and Joe Wilson, those were the same people who planned the creation of the phony intelligence. There was never a discussion of a serious terrorist threat against the United States. These guys would have fallen off their chairs laughing themselves to death. It was all a joke to them, 9/11, the Iraq invasion, all of it.”

Q. Back to Iran, how was the invasion to start?

A. “Everything was going to happen in Bahrain. Plans were to attack Americans, blow up clubs, restaurants. There were plans to stage a “Tonkin Gulf’ type attack and blame it on Iranian torpedo boats. Guys in the military were aware of this and there was strong opposition. Marine Colonel Joe Molofsky was the real hero here. He did more to scramble administration plans than anyone else, Molofky and General Mattis. These were really straight shooters, how I learned to trust the Marine Corps.

The government there, their security services, I believe they were deeply involved. It would have been good to see something about this in Wikileaks.”

Q. You said that war had to start by 2006. Was there a timetable?

A. “Absolutely. General Petraeus was sent to Iraq to quiet things down, not to win a war or create a lasting peace, nothing like that. His job was to shut things down so an operation against Iran could be staged from Iraq.”

Q. But that never got off the ground…

A. “No kidding, and Bush was enranged. It was the only reason he was put in office in the first place, as long as Iran survived, he was a failure, no matter what happened to the US.”

Q. Didn’t they know that war with Iran would have driven oil to $300 a barrel and collapsed the American economy?

A. “There were never briefings on that like there were never briefings on stabilizing Iraq. Nobody cared, nobody noticed and it was never discussed. It was really all about Iran and orders came in and people did what they were told like good little soldiers.”

Q. Orders? From where?

A. “All of it, all foreign policy issues, were out of AIPAC, they ran everything in the Bush adminsitration. That was the whole point of it. We never were told why we had to destroy Iran only that it had to be done. Nobody ever asked why. Nobody ever believed Iran had a credible nuclear program and, eventually, we were all very certain they never would. There was never an issue about Iran being a threat or not. There was never an issue of motive of any kind. These were orders, plain and simple, the administration that will come into office in 2001 will be tasked with destroying Iran, tasked by AIPAC who will control all key position in the administration.”

Q. Was there talk about Lebanon and the threat of Hizbollah?

A. “There really weren’t talks at all, only planning on how to follow policy, never on what policy should be or what was right or wrong. There was never a discussion about the United States, what was good for America or bad for America. People were generally oblivious to there being an America.”

“Find, fix, finish, and follow-up” is the way the Pentagon describes the mission of secret military teams in Afghanistan which have been given a mandate to pursue alleged members of the Taliban or al-Qaeda wherever they may be found. Some call these “manhunting” operations and the units assigned to them “capture/kill” teams.

Whatever terminology you choose, the details of dozens of their specific operations — and how they regularly went badly wrong — have been revealed for the first time in the mass of secret U.S. military and intelligence documents published by the website Wikileaks in July to a storm of news coverage and official protest. Representing a form of U.S. covert warfare now on the rise, these teams regularly make more enemies than friends and undermine any goodwill created by U.S. reconstruction projects.

When Danny Hall and Gordon Phillips, the civilian and military directors of the U.S. provincial reconstruction team in Nangarhar province, Afghanistan, arrived for a meeting with Gul Agha Sherzai, the local governor, in mid-June 2007, they knew that they had a lot of apologizing to do. Philips had to explain why a covert U.S. military “capture/kill” team named Task Force 373, hunting for Qari Ur-Rahman, an alleged Taliban commander given the code-name “Carbon,” had called in an AC-130 Spectre gunship and inadvertently killed seven Afghan police officers in the middle of the night.

The incident vividly demonstrated the inherent clash between two doctrines in the U.S. war in Afghanistan — counterinsurgency (“protecting the people”) and counterterrorism (killing terrorists). Although the Obama administration has given lip service to the former, the latter has been, and continues to be, the driving force in its war in Afghanistan.

For Hall, a Foreign Service officer who was less than two months away from a plush assignment in London, working with the military had already proven more difficult than he expected. In an article for Foreign Service Journal published a couple of months before the meeting, he wrote, “I felt like I never really knew what was going on, where I was supposed to be, what my role was, or if I even had one. In particular, I didn’t speak either language that I needed: Pashtu or military.”

It had been no less awkward for Phillips. Just a month earlier, he had personally handed over “solatia” payments — condolence payments for civilian deaths wrongfully caused by U.S. forces — in Governor Sherzai’s presence, while condemning the act of a Taliban suicide bomber who had killed 19 civilians, setting off the incident in question. “We come here as your guests,” he told the relatives of those killed, “invited to aid in the reconstruction and improved security and governance of Nangarhar, to bring you a better life and a brighter future for you and your children. Today, as I look upon the victims and their families, I join you in mourning for your loved ones.”

Hall and Phillips were in charge of a portfolio of 33 active U.S. reconstruction projects worth $11 million in Nangarhar, focused on road-building, school supplies, and an agricultural program aimed at exporting fruits and vegetables from the province.

Yet the mission of their military-led “provincial reconstruction team” (made up of civilian experts, State department officials, and soldiers) appeared to be in direct conflict with those of the “capture/kill” team of special operations forces (Navy Seals, Army Rangers, and Green Berets, together with operatives from the Central Intelligence Agency’s Special Activities Division) whose mandate was to pursue Afghans alleged to be terrorists as well as insurgent leaders. That team was leaving a trail of dead civilian bodies and recrimination in its wake.

Details of some of the missions of Task Force 373 first became public as a result of more than 76,000 incident reports leaked to the public by Wikileaks, a whistleblower website, together with analyses of those documents in Der Spiegel, the Guardian, and the New York Times. A full accounting of the depredations of the task force may be some time in coming, however, as the Obama administration refuses to comment on its ongoing assassination spree in Afghanistan and Pakistan. A short history of the unit can nonetheless be gleaned from a careful reading of the Wikileaks documents as well as related reports from Afghanistan and unclassified Special Forces reports.

The Wikileaks data suggests that as many as 2,058 people on a secret hit list called the “Joint Prioritized Effects List” (JPEL) were considered “capture/kill” targets in Afghanistan. A total of 757 prisoners — most likely from this list — were being held at the Bagram Theater Internment Facility (BTIF), a U.S.-run prison on Bagram Air Base as of the end of December 2009.

Capture/Kill Operations

The idea of “joint” teams from different branches of the military working collaboratively with the CIA was first conceived in 1980 after the disastrous Operation Eagle Claw, when personnel from the Air Force, Army, and Navy engaged in a disastrously botched, seat-of-the-pants attempt to rescue U.S. hostages in Iran with help from the Agency. Eight soldiers were killed when two helicopters collided in the Iranian desert. Afterwards, a high-level, six-member commission led by Admiral James L. Holloway, III recommended the creation of a Joint Special Forces command to ensure that different branches of the military and the CIA should do far more advance coordination planning in the future.

This process accelerated greatly after September 11, 2001. That month, a CIA team called Jawbreaker headed for Afghanistan to plan a U.S.-led invasion of the country. Shortly thereafter, an Army Green Beret team set up Task Force Dagger to pursue the same mission. Despite an initial rivalry between the commanders of the two groups, they eventually teamed up.

The first covert “joint” team involving the CIA and various military special operations forces to work together in Afghanistan was Task Force 5, charged with the mission of capturing or killing “high value targets” like Osama bin Laden, senior leaders of al-Qaeda, and Mullah Mohammed Omar, the head of the Taliban. A sister organization set up in Iraq was called Task Force 20. The two were eventually combined into Task Force 121 by General John Abizaid, the head of the U.S. Central Command.

In a new book to be released this month, Operation Darkheart, Lieutenant Colonel Anthony Shaffer describes the work of Task Force 121 in 2003, when he was serving as part of a team dubbed the Jedi Knights. Working under the alias of Major Christopher Stryker, he ran operations for the Defense Intelligence Agency (the military equivalent of the CIA) out of Bagram Air Base.

One October night, Shaffer was dropped into a village near Asadabad in Kunar province by an MH-47 Chinook helicopter to lead a “joint” team, including Army Rangers (a Special Forces division) and 10th Mountain Division troops. They were on a mission to capture a lieutenant of Gulbuddin Hekmatyar, a notorious warlord allied with the Taliban, based on information provided by the CIA.

It wasn’t easy. “They succeeded in striking at the core of the Taliban and their safe havens across the border in Pakistan. For a moment Shaffer saw us winning the war,” reads the promotional material for the book. “Then the military brass got involved. The policies that top officials relied on were hopelessly flawed. Shaffer and his team were forced to sit and watch as the insurgency grew — just across the border in Pakistan.”

Almost a quarter century after Operation Eagle Claw, Shaffer, who was part of the Able Danger team that had pursued Al Qaeda in the 1990s, describes the bitter turf wars between the CIA and Special Forces teams over how the shadowy world of secret assassinations in Afghanistan and Pakistan should be run.

Task Force 373

Fast forward to 2007, the first time Task Force 373 is mentioned in the Wikileaks documents. We don’t know whether its number means anything, but coincidentally or not, chapter 373 of the U.S. Code 10, the act of Congress that sets out what the U.S. military is legally allowed to do, permits the Secretary of Defense to empower any “civilian employee” of the military “to execute warrants and make arrests without a warrant” in criminal matters. Whether or not this is indeed the basis for that “373” remains a classified matter — as indeed, until the Wikileaks document dump occurred, was the very existence of the group.

Analysts say that Task Force 373 complements Task Force 121 by using “white forces” like the Rangers and the Green Berets, as opposed to the more secretive Delta Force. Task Force 373 is supposedly run out of three military bases — in Kabul, the Afghan capital; Kandahar, the country’s second largest city; and Khost City near the Pakistani tribal lands. It’s possible that some of its operations also come out of Camp Marmal, a German base in the northern city of Mazar-e-Sharif. Sources familiar with the program say that the task force has its own helicopters and aircraft, notably AC-130 Spectre gunships, dedicated only to its use.

Its commander appears to have been Brigadier General Raymond Palumbo, based out of the Special Operations Command at Fort Bragg, North Carolina. Palumbo, however, left Fort Bragg in mid-July, shortly after General Stanley McChrystal was relieved as Afghan war commander by President Obama. The name of the new commander of the task force is not known.

In more than 100 incident reports in the Wikileaks files, Task Force 373 is described as leading numerous “capture/kill” efforts, notably in Khost, Paktika, and Nangarhar provinces, all bordering the Federally Administered Tribal Areas of northern Pakistan. Some reportedly resulted in successful captures, while others led to the death of local police officers or even small children, causing angry villagers to protest and attack U.S.-led military forces.

In April 2007, David Adams, commander of the Khost provincial reconstruction team, was called to meet with elders from the village of Gurbuz in Khost province, who were angry about Task Force 373’s operations in their community. The incident report on Wikileaks does not indicate just what Task Force 373 did to upset Gurbuz’s elders, but the governor of Khost, Arsala Jamal, had been publicly complaining about Special Forces operations and civilian deaths in his province since December 2006, when five civilians were killed in a raid on Darnami village.

“This is our land,” he said then. “I’ve been asking with greater force: Let us sit together, we know our Afghan brothers, we know our culture better. With these operations we should not create more enemies. We are in a position to reduce mistakes.”

As Adams would later recall in an op-ed he co-authored for the Wall Street Journal, “The increasing number of raids on Afghan homes alienated many of Khost’s tribal elders.”

On June 12, 2007, Danny Hall and Gordon Philips, working in Nangarhar province just northeast of Khost, were called into that meeting with Governor Sherzai to explain how Task Force 373 had killed those seven local Afghan police officers. Like Jamal, Sherzai made the point to Hall and Philips that “he strongly encourages better coordination… and he further emphasized that he does not want to see this happen again.”

Less than a week later, a Task Force 373 team fired five rockets at a compound in Nangar Khel in Paktika province to the south of Khost, in an attempt to kill Abu Laith al-Libi, an alleged al-Qaeda member from Libya. When the U.S. forces made it to the village, they found that Task Force 373 had destroyed a madrassa (or Islamic school), killing six children and grievously wounding a seventh who, despite the efforts of a U.S. medical team, would soon die. (In late January 2008, al-Libi was reported killed by a Hellfire missile from a Predator drone strike in a village near Mir Ali in North Waziristan in Pakistan.)

Paktika Governor Akram Khapalwak met with the U.S. military the day after the raid. Unlike his counterparts in Khost and Nangarhar, Khapalwak agreed to support the “talking points” developed for Task Force 373 to explain the incident to the media. According to the Wikileaks incident report, the governor then “echoed the tragedy of children being killed, but stressed this could’ve been prevented had the people exposed the presence of insurgents in the area.”

However, no military talking points, no matter in whose mouth, could stop the civilian deaths as long as Task Force 373’s raids continued.

On October 4, 2007, its members called in an air strike — 500 pound Paveway bombs — on a house in the village of Laswanday, just six miles from Nangar Khel in Paktika province (where those seven children had already died). This time, four men, one woman, and a girl — all civilians — as well as a donkey, a dog, and several chickens would be slaughtered. A dozen U.S. soldiers were injured, but the soldiers reported that not one “enemy” was detained or killed.

The Missing Afghan Story

Not all raids resulted in civilian deaths. The U.S. military incident reports released by Wikileaks suggest that Task Force 373 had better luck in capturing “targets” alive and avoiding civilian deaths on December 14, 2007. The 503rd Infantry Regiment (Airborne) was asked that day to support Task Force 373 in a search in Paktika province for Bitonai and Nadr, two alleged al-Qaeda leaders listed on the JPEL. The operation took place just outside the town of Orgun, close to U.S. Forward Operating Base (FOB) Harriman. Located 7,000 feet above sea level and surrounded by mountains, it hosts about 300 soldiers as well as a small CIA compound, and is often visited by chattering military helicopters well as sleepy camel herds belonging to local Pashtuns.

An airborne assault team code-named “Operation Spartan” descended on the compounds where Bitonai and Nadr were supposed to be living, but failed to find them. When a local Afghan informant told the Special Forces soldiers that the suspects were at a location about two miles away, Task Force 373 seized both men as well as 33 others who were detained at FOB Harriman for questioning and possible transfer to the prison at Bagram.

But when Task Force 373 was on the prowl, civilians were, it seems, always at risk, and while the Wikileaks documents reveal what the U.S soldiers were willing to report, the Afghan side of the story was often left in a ditch. For example, on a Monday night in mid-November 2009, Task Force 373 conducted an operation to capture or kill an alleged militant code-named “Ballentine” in Ghazni province. A terse incident report announced that one Afghan woman and four “insurgents” had been killed. The next morning, Task Force White Eagle, a Polish unit under the command of the U.S. 82nd Airborne Division, reported that some 80 people gathered to protest the killings. The window of an armored vehicle was damaged by the angry villagers, but the documents don’t offer us their version of the incident.

In an ironic twist, one of the last Task Force 373 incidents recorded in the Wikileaks documents was almost a reprise of the original Operation Eagle Claw disaster that led to the creation of the “joint” capture/kill teams. Just before sunrise on October 26, 2009, two U.S. helicopters, a UH-1 Huey and an AH-1 Cobra, collided near the town of Garmsir in the southern province of Helmand, killing four Marines.

Closely allied with Task Force 373 is a British unit, Task Force 42, composed of Special Air Service, Special Boat Service, and Special Reconnaissance Regiment commandos who operate in Helmand province and are mentioned in several Wikileaks incident reports.

Manhunting

“Capture/kill” is a key part of a new military “doctrine” developed by the Special Forces Command established after the failure of Operation Eagle Claw. Under the leadership of General Bryan D. Brown, who took over the Special Forces Command in September 2003, the doctrine came to be known as F4, which stood for “find, fix, finish, and follow-up” — a slightly euphemistic but not hard to understand message about how alleged terrorists and insurgents were to be dealt with.

Under Secretary of Defense Donald Rumsfeld in the Bush years, Brown began setting up “joint Special Forces” teams to conduct F4 missions outside war zones. These were given the anodyne name “Military Liaison Elements.” At least one killing by such a team in Paraguay (of an armed robber not on any targeting list) was written up by New York Times reporters Scott Shane and Thom Shanker. The team, whose presence had not been made known to the U.S. ambassador there, was ordered to leave the country.

“The number-one requirement is to defend the homeland. And so sometimes that requires that you find and capture or kill terrorist targets around the world that are trying to do harm to this nation,” Brown told the House Committee on Armed Services in March 2006. “Our foreign partners… are willing but incapable nations that want help in building their own capability to defend their borders and eliminate terrorism in their countries or in their regions.” In April 2007, President Bush rewarded Brown’s planning by creating a special high-level office at the Pentagon for an assistant secretary of defense for special operations/low-intensity conflict and interdependent capabilities.

Michael G. Vickers, made famous in the book and film Charlie Wilson’s War as the architect of the covert arms-and-money supply chain to the mujaheedin in the CIA’s anti-Soviet Afghan campaign of the 1980s, was nominated to fill the position. Under his leadership, a new directive was issued in December 2008 to “develop capabilities for extending U.S. reach into denied areas and uncertain environments by operating with and through indigenous foreign forces or by conducting low visibility operations.” In this way, the “capture/kill” program was institutionalized in Washington.

“The war on terror is fundamentally an indirect war… It’s a war of partners… but it also is a bit of the war in the shadows, either because of political sensitivity or the problem of finding terrorists,” Vickers told the Washington Post as 2007 ended. “That’s why the Central Intelligence Agency is so important… and our Special Operations forces play a large role.”

George W. Bush’s departure from the White House did not dampen the enthusiasm for F4. Quite the contrary: even though the F4 formula has recently been tinkered with, in typical military fashion, and has now become “find, fix, finish, exploit, and analyze,” or F3EA, President Obama has, by all accounts, expanded military intelligence gathering and “capture/kill” programs globally in tandem with an escalation of drone-strike operations by the CIA.

There are quite a few outspoken supporters of the “capture/kill” doctrine. Columbia University Professor Austin Long is one academic who has jumped on the F3EA bandwagon. Noting its similarity to the Phoenix assassination program, responsible for tens of thousands of deaths during the U.S. war in Vietnam (which he defends), he has called for a shrinking of the U.S. military “footprint” in Afghanistan to 13,000 Special Forces troops who would focus exclusively on counter-terrorism, particularly assassination operations. “Phoenix suggests that intelligence coordination and the integration of intelligence with an action arm can have a powerful effect on even extremely large and capable armed groups,” he and his co-author William Rosenau wrote in a July 2009 Rand Institute monograph entitled” “The Phoenix Program and Contemporary Counterinsurgency.”

Others are even more aggressively inclined. Lieutenant George Crawford, who retired from the position of “lead strategist” for the Special Forces Command to go work for Archimedes Global, Inc., a Washington consulting firm, has suggested that F3EA be replaced by one term: “Manhunting.” In a monograph published by the Joint Special Operations University in September 2009, “Manhunting: Counter-Network Organization for Irregular Warfare,” Crawford spells out “how to best address the responsibility to develop manhunting as a capability for American national security.”

Killing the Wrong People

The strange evolution of these concepts, the creation of ever more global hunter-killer teams whose purpose in life is assassination 24/7, and the civilians these “joint Special Forces” teams regularly kill in their raids on supposed “targets” have unsettled even military experts.

For example, Christopher Lamb, the acting director of the Institute for National Strategic Studies at the National Defense University, and Martin Cinnamond, a former U.N. official in Afghanistan, penned an article for the Spring 2010 issue of the Joint Forces Quarterly in which they wrote: “There is broad agreement… that the indirect approach to counterinsurgency should take precedence over kill/capture operations. However, the opposite has occurred.”

Other military types claim that the hunter-killer approach is short-sighted and counterproductive. “My take on Task Force 373 and other task forces, it has a purpose because it keeps the enemy off balance. But It does not understand the fundamental root cause of the conflict, of why people are supporting the Taliban,” says Matthew Hoh, a former Marine and State Department contractor who resigned from the government last September. Hoh, who often worked with Task Force 373 as well as other Special Forces “capture/kill” programs in Afghanistan and Iraq, adds: “We are killing the wrong people, the mid-level Taliban who are only fighting us because we are in their valleys. If we were not there, they would not be fighting the U.S.”

Task Force 373 may be a nightmare for Afghans. For the rest of us — now that Wikileaks has flushed it into the open — it should be seen as a symptom of deeper policy disasters. After all, it raises a basic question: Is this country really going to become known as a global Manhunters, Inc.?

Alert: Russia Orders Troops To Prepare For War With US

Reports circulating in the Kremlin today state that Prime Minister Putin [photo top left] has ordered Russian military forces to prepare to confront American military forces in Afghanistan over what Deputy Prime Minister Sergei Ivanov warns is the”greatest threat to International peace and security”, Afghanistan’s thriving drug trade supported by the US and NATO.

Not being reported to the American people about the Afghanistan war is that it has nothing to do with their being protected from terrorists, but rather it involves the billions of dollars gained for many of the West’s top intelligence agencies (mainly the CIA) from the heroin produced in this region (90% of World’s total) that by 2001 the Taliban had virtually eliminated.

Immediately after the US invasion of Afghanistan in October, 2001, the Central Intelligence Agency (CIA) installed one of their main Afghan operatives, Hamid Karzai, as President, who then put into power his brother Ahmed Wali Karzai, who since then has increased heroin production to levels unseen in modern times and resulting in the deaths of tens of thousands of Russian citizens

Viktor Ivanov, the head of Russia’s Federal Drug Control Service, Russia’s National drug enforcement agency, told parliament in May that it was reasonable to “call the flow of Afghan opiates the second edition of opium wars.” Ivanov was referring to the 19th-century warbetween Britain and China sparked by exports of opium from British India to China.

Ivanov isn’t alone.

“I can name you a lot of politicians in Russia who said that the Americans specially arranged the situation in Afghanistan so that we would receive a lot of drugs, and this is the real aim of their occupation,” said Andrei Klimov, the deputy head of the foreign affairs committee in Russia’s lower house of parliament. “I’m not sure this is true, but who knows.”

One person who definitely knew it was true was German President Horst Koehler, who after returning from Afghanistan last month linked the war with the defense of German economic interests because it was securing free trade routes for the West and had nothing to do whatsoever with terrorism. For his “outspokenness” President Koehler was forced to resign plunging an already battered Chancellor Merkel into even greater political turmoil.

Most shocking to understand about the CIA’s being the World’s largest drug trafficker is that it isn’t even kept secret anymore and has been embraced by their new President, Barack Obama, who has used billions of dollars earned through Afghan heroin deals to fund his sending US Special Forces teams to over 75 different Nations as well as building for them a new $100 million headquarters base in Afghanistan while his own citizens plunge deeper into poverty.

Important to note though is that Obama is far from being the first American President to embrace the drug trade as nearly all of his predecessors were likewise involved in starting and maintaining wars to keep the billions earned from this most despicable of crimes preying on the weakest people in their society, mainly the poor and people of colour.

For those few reporters seeking to inform the American people about this crime the hard and brutal lesson learned from the late Gary Webb’s blacklisting and suiciding by US intelligence agents after his revealing the CIA’s involvement in the drug trade presents a chilling example of what these monsters will do to protect themselves and their right to poison anyone they so choose.

Interesting to note too is that according to the head of the UN Office on Drugs and Crime, Antonio Maria Costa, said he has seen evidence that the proceeds of organized crime were “the only liquid investment capital” available to some banks on the brink of collapse last year. He said that a majority of the $352 Billion of drugs profits was absorbed into the economic system as a result.

Though the American people still ignore the crimes being perpetrated by their so called leaders, the lessons of their own history should not be lost upon them, especially when viewed in the light of the use of drug and alcohol laws used for mass imprisonment while at the same time instituting around them a draconian tyrannical society where all their freedoms will be stripped from them.

And for those American’s thinking that their life couldn’t get any worse? They couldn’t be more mistaken! For just this past week Obama’s Federal Trade Commission (FTC) released what they call a “staff discussion draft” of “potential policy recommendations to support the reinvention of journalism” wherein they called for doctrine of “proprietary facts” that would outlaw anyone writing or reporting on anything that happens unless they use the “facts” provided to them by the government.

But than again, and as the history of these American’s seems to show, with their massive government debt about to eclipse their Gross National Product (GDP) for the first time in history, their once vital Gulf of Mexico region succumbing to the World’s worst oil spill catastrophe, and their NASA scientists now warning that the “awakening” Sun may destroy everything anyway, maybe they truly can’t be told the truth and must be treated like the children they act like.
